Halt DHS Funding Until ICE and CBP Are Held Accountable

I am writing to urge you to oppose any funding for the Department of Homeland Security, including ICE and CBP, until the agents responsible for killing American citizens are held criminally accountable and meaningful, enforceable reforms are enacted into law.
What is happening right now:
On January 7, 2026, ICE agent Jonathan Ross shot and killed Renee Good, a 37-year-old mother of three, in Minneapolis. She was unarmed and in her car. Video evidence contradicts the administration's claims that she posed a threat to the agent. Federal officials blocked the Minnesota Bureau of Criminal Apprehension from accessing the scene. The DOJ Civil Rights Division declined to open a constitutional investigation, prompting more than a dozen federal prosecutors to resign in protest.
On January 24, 2026, CBP agents shot and killed Alex Pretti, a 37-year-old ICU nurse at the Minneapolis VA, while he was filming agents and protecting a woman who had been pushed to the ground. He was a legal gun owner with a carry permit and no criminal record. Video verified by Reuters, the BBC, the Wall Street Journal, and the AP shows he never drew his weapon. Ten shots were fired. Six were fired at his motionless body. Again, federal officials blocked local investigators and defied a court order to preserve evidence.
On January 31, 2026, in Portland, Oregon, federal agents deployed tear gas, pepper balls, and rubber bullets against thousands of people attending a family-friendly, union-organized protest. Witnesses in sworn declarations state they received no warnings. A five-year-old girl was filmed coughing and crying from the gas. The Portland Police Bureau confirmed that they deployed no munitions. This was entirely federal agents attacking a peaceful crowd.
A federal judge in Minnesota has identified 96 court orders that ICE has violated in January 2026 alone, noting that ICE has likely violated more court orders in a single month than some federal agencies have in their entire existence.
What I am asking you to do:
Do not vote for any DHS funding bill that does not include all of the following:
- Criminal accountability for the agents who killed Renee Good and Alex Pretti, with full cooperation from DHS in state and federal investigations, including immediate release of all body camera footage and evidence.
- Mandatory, always-on body cameras for all ICE and CBP agents conducting enforcement operations, with footage accessible to independent oversight and the public.
- A ban on masked, unidentified federal agents operating in American communities. Agents must display identification and badge numbers at all times.
- A requirement for judicial warrants for all arrests, and an end to warrantless roving patrols in American cities.
- An enforceable code of conduct with use-of-force standards at least as strict as those governing local law enforcement, with independent investigations into all violations.
- A prohibition on deploying chemical munitions and rubber bullets against peaceful protesters.
- Full compliance with all existing court orders, with funding contingent on continued compliance.
These are not radical demands. They are the minimum standards Americans expect of any law enforcement agency. I will no longer be voting for any candidate who does not, at the very least, call for these reforms.
